FORT WAYNE, Ind. (WPTA21) - Car chases can be very dangerous for suspects, officers and other drivers, which is why police agencies lay down ground rules for engaging in or ending road pursuits.

Indiana State Police say they tried to pull 24-year old Kedrin Jackson over for speeding around 12:30 Wednesday afternoon on I-69 near the Illinois Road interchange.

But officers claim Jackson raced off northbound, evaded efforts to deflate his tires with stop sticks, then crashed trying to exit onto Lima Road at speeds topping 100 miles per hour.

He was thrown from his SUV and died a short time later.

Fort Wayne police were not actively a part of Wednesday's fatal crash.

But if an FWPD officer starts a pursuit, by department policy a supervisor immediately gets involved and asks the officer behind the wheel things like what the road conditions are like, how fast the suspect is going, and if there's a lot of traffic nearby, putting others at risk.

All those factors play a role in determining whether the chase continues or gets suspended.

Allen County Sheriff's Department officers are also instructed to get supervisors in the mix in deciding whether to keep going or call a chase off.

"Sometimes it's such a fluid situation and if you're talking high speeds, you know, things can happen fairly quickly and you know, our rule is to just make everybody safe, but yet enforce laws and hold people accountable, so there's a fine line, we've got to be careful," said Troy Hershberger, Chief Deputy of the Allen County Sheriff's Department.

"We've had some where we've actually terminated and they've gone on to actually get into a crash that ends up killing an innocent person as well, so we don't want that, we're always trying to monitor as we do the best we can, it's not a perfect system, it's never going to be, but if people would just pull over when an officer has their lights flashing behind them, we'd all be safer," said Sofia Rosales-Scatena, a spokesperson for the Fort Wayne Police Department.
